Frequently Asked Questions? What is the amount which you have set for United Kingdom? We deem Fitrana / Fidya to be £2.00 per person for Ramadhan 1438 (2017). When should I pay it? Fitrana should be discharged ideally after Ramadhan has started and before Subh-Sadiq (true dawn) on the day of Eidul-Fitr. Since the purpose is to benefit the poor, it is ideal to pay it before the actual Eid prayers. It is even better to ensure that the funds reach the needy before Eidul-Fitr and in advance for them to make good use of the donations. Where did you conduct your research for obtaining the prices for this press release? We conducted our research and checked the prices in London, Leicester, Birmingham, Wolverhampton, Cardiff, Blackburn, Batley, Dewsbury and Glasgow. How did you then reach the decision of setting the rates for United Kingdom? We looked at the highest (retail) price for Wheat across all the cities in our research, took the price of £1.18/KG and then multiplied it by 1.667 KG. We then rounded the figure to £2.00. Have you looked at and reviewed the research of other British Ulama on the topic? Alhumdolillah, there is good work and cooperation between Scholars in our country. We have shared our findings with our Ulama and they have shared their findings with us. Scholars may have differences (of opinions) but we all work together for the benefit of British Muslims. I don’t live in United Kingdom but can I use your Fitrana? No, we recommend that you consult your local Scholars and seek their advice. Local research in the country of your residence should be conducted, you can use the template as the basis of your research. What if I wish to pay with the actual grain rather than the cash equivalent? The actual calculations are based on Grain so your obligation will be discharged and it will be superior. In United Kingdom it is hard to find people who accept Grain (instead of Cash) but if you have found an organisation or individuals who deal in (actual) Grain, please proceed. Why have you set the amount to be so low? Why didn’t you use a higher estimate? Fitrana is used not only for Ramadhan but also for Fidya. Therefore, the needs of individual vary and we cannot set exorbitantly high amounts as it may cause undue hardship. What is the primary factor in some communities having a Fitrana which is much lower than yours? There is a difference of opinion amongst Ulama if wheat flour or (actual) wheat grain should be used for Fitrana. This year after extensive discussions with Scholars, we have opted to use wheat (grain) for the determination of Fitrana to avoid confusion for the Muslims in Britain. We have adopted the opinion of our colleagues and contemporaries although we still believe that using wheat (flour) instead of what (grain) is the better opinion. British Muslims primarily use wheat (flour) in their households and not many families buy wheat (grain) and then grind it into flour. It is also possible that in some localities in Britain the price for wheat grain is significantly cheaper. We have attempted to address the issue at a National level. What is the primary factor in some communities having a Fitrana which is much higher than yours? In addition to the difference highlighted above, Ulama have also differed upon the weight of ½ Saa. The estimates of Ulama range from 1.106 KG to 2.32 KG. It is possible that Ulama in other communities have opted for a higher value. Why do Ulama differ in interpreting the weight of ½ Saa or 1 Saa? ½ Saa or 1 Saa is a measurement of a container (i.e. three dimensional space or volume). Imagine that you were asked to fill a box with wheat and then another person was asked to fill a box with wheat. If the sizes of the boxes are different, the volume of wheat in each container will be different. Today, we measure wheat in weight and we know what 1 KG or 100 KG of wheat means. The honourable and respected Ulama interpret the volume (of the container) used in the blessed times of Prophet Muhammad (peace be upon Him) differently therefore the weight (of grain) inside the container is also interpreted differently. Does the price for wheat differ siginificantly in Britain? Yes. We found the wholesale price for 20 KG to be around 0.60/KG but wheat (grain) is not a high volume (sale item) within the Muslim community. Retailers add a profit margin depending on the location and sale opportunity.It is the retail price which needs to be considered for calculations. Why didn't you adopt 2.32 KG for ½ Saa as it is the highest value for caution? In our opinion it is too high and ½ Saa cannot be equal to 2.32 KG. We understand the respect the opinion of Ulama who have adopted this opinion but we deem it to be high. We cannot adopt a value simply because it happens to be the highest value, there has to be a valid Shariah reason for the weight. Moreover, since Fitrana is also Fidya we believe that setting it too high may cause unnecessary hardship. What will happen if I (still) choose to use wheat (flour) to pay my Fitrana? We believe that using wheat flour (instead of) wheat (grain) for the determination of Fitrana is permissible, therefore your obligation will be discharged. What will happen if I choose to use the cheapest flour price which is locally available to me? Your obligation will be discharged. I think that your estimates are too low and it should be higher, what should I do? Fitrana is given on wheat (flour), wheat (grain), barley, raisins and dates. Masha’Allah, if Allah Ta’ala has given you (financial) abundance, use the most expensive dates and you should pay your Fitrana using it as a financial estimate. -

This statement is being issued on the 01st of May 2017 and supersedes all previous statements on the subject. This ruling is based on the Hanafi Madhab which is followed by a large number of Muslims in Britain. There are variances in the calculations for other Schools of Jurisprudence, please contact your local Mosque for details. Can you elaborate upon the Islamic viewpoint on female circumcision and FGM? How should Muslims react to the issue from a Child safeguarding perspective? In the Name of Allah, the Most Gracious, the Most Merciful. As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh In a nutshell, large number of Muslims in United Kingdom follow the Hanafi School of (Islamic) jurisprudence. Female circumcision is neither Sunnah nor has any religious significance and it is also illegal. Therefore it is impermissible in Britain. Since this is a child safeguarding issue, in a School/Maktab setting teaching and administrative staff need to be alert to the possibility of a girl being at risk of FGM and report it promptly and appropriately as per their child safeguarding policies. We say that the issue cannot be inferred because circumcision for boys is explicitly mentioned and accepted by Scholars while the circumcision of girls is not explicit and scholars have disagreed upon the matter. Between Christians, Muslims and Ahmadi-Qadiyanees (Maulana) Sohail Bawa (HA) Khatme Nubuwwat Academy, London: Faithful Islam, Final Prophet: Mercy to Mankind Due to the closeness of Good Friday, I have been asked to succinctly summarise the key differences between the beliefs of Christians, Muslims and Ahmadi-Qadiyanees. (Many) Christians believe that Jesus (peace be upon Him) was crucified on a cross on Friday and killed. He was then resurrected on Sunday. Muslims (unanimously) believe that Jesus (peace be upon Him) was neither crucified, nor killed but lifted up to the heavens (alive). He will descend back to Earth at an appointed time. Ahmadi-Qadiyanees believe that people tried to crucify and kill Jesus (peace be upon Him) but he merely went unconscious. Those around him mistook his unconscious state and assumed that he had died. He revived later on and then went to live his natural life and then passed away. His grave is (supposedly) in Roza Bal (Kashmir). In a nutshell and succinctly put, this issue has only two salient points which need to be discussed: If a scene or interaction is Haram (impermissible) in real life, it is Haram (impermissible) in any type of still or recorded imagery or motion. If the stored image (or recording) is on an electronic medium such as a laptop, phone or memory card it is not considered “Tasweer” as mentioned in the narrations of Nabi (Sallallaho Alaihe Wassallam). All Ulama agree on point 1. A large number of Ulama (scholars) agree with point 2 while others disagree. If you disagree with and choose to follow the opinion of those Ulama, there are no issues. This article is not intended to force you to abandon your position. This article does make the point that there are plenty of Ulama who don’t consider digital images as “Tasweer” and deem them to be permissible. Taqleed is obligatory upon a layman and there is no chastisement upon the laymen who choose to follow and make Taqleed of any of the Ulama quoted in this article. We begin with stating our general agreement with the Position Statement of MCB issued on the 6th of April 2016 and reiterate: We subscribe to pluralism and peaceful coexistence and acknowledge the rights of all to believe as they choose without coercion, fear and intimidation. We also affirm the right of Ahmadis to their freedom of belief and reject any attacks on their property or persons. They have the right to live free from discrimination or persecution. The targeting of Ahmadis for their beliefs is totally unacceptable. We further state and affirm the twin fundamental pillars of Islamic creed which are belief in One God and that Prophet Muhammad (Peace be upon Him) is the final Messenger of God. Our position with regards to finality of Prophethood is based upon numerous clear and unambiguous verses of the Islamic scripture (Qur’aan) such as: [33:40] Muhammad (Peace be upon Him) is not the father of [any] one of your men, but [he is] the Messenger of God and last of the prophets. In light of these letters we would like to point out that the matter is being discussed amongst the ‘Ulama and responses to the BBC are being formulated. Whilst we are unable to make the contents of these letters public at this time as they are under response, we would like to make a few observations and comments, to bring factual and accurate representation of Deobandi scholars and institutes, as well as to remind Muslims on how they should respond. British Muslims: A section of Ulama advising British Muslims on following Saudi Moon Sighting have no contacts in Saudi Arabia to obtain or verify any information. This year (Muharram 1437) posed a problem because these Ulama announced the start of Muharram based on Ummul-Qura Calendar but Saudi Arabia changed their mind on the day of Muharram 1437. Honesty demands that those who made announcements to their community now go back and change their announcements BUT we leave that with Allah (SWT). Asslamo Allaikum Wa Rahmatullahi Wa Barakatuh, Is Eidul-Adha next day of Hajj for the whole World? Hadeeth: If the whole world relied on single Moon Sighting it would make the following Hadeeth of Sayyidina Rasul-ullah (Sallallaho Alaihe Wassallam) redundant! How can this be practised if the whole world relied on a single Moon Sighting? حَدَّثَنَا مُحَمَّدُ بْنُ بَشَّارٍ، حَدَّثَنَا أَبُو عَامِرٍ الْعَقَدِيُّ، حَدَّثَنَا سُلَيْمَانُ بْنُ سُفْيَانَ الْمَدَنِيُّ، حَدَّثَنِي بِلاَلُ بْنُ يَحْيَى بْنِ طَلْحَةَ بْنِ عُبَيْدِ اللَّهِ، عَنْ أَبِيهِ، عَنْ جَدِّهِ، طَلْحَةَ بْنِ عُبَيْدِ اللَّهِ أَنَّ النَّبِيَّ صلى الله عليه وسلم كَانَ إِذَا رَأَى الْهِلاَلَ قَالَ " اللَّهُمَّ أَهْلِلْهُ عَلَيْنَا بِالْيُمْنِ وَالإِيمَانِ وَالسَّلاَمَةِ وَالإِسْلاَمِ رَبِّي وَرَبُّكَ اللَّهُ Bilal bin Yahya bin Talhah bin `Ubaidullah narrated : from his father, from his grandfather Talhah bin `Ubaidullah that when the Prophet (peace and blessings be upon him) would see a crescent moon, he would say: “O Allah, bring it over us with blessing and faith, and security and Islam. My Lord and your Lord is Allah (Allāhumma ahlilhu `alainā bil-yumni wal-Īmān, was-salāmati wal-Islām, rabbī wa rabbuk Allāh).”(Reported by Tirmidhi) Hanafi Madhab: There are many who propose that the Hanafi Madhab calls for Global Moon Sighting and sighting anywhere on Planet Earth is acceptable. Practically, this is refuted by the practise of Hanafi Scholars of Subcontinent. Hanafees of India/Pakistan not only don’t follow global sighting of any country (on the globe) they don’t even follow the Moon Sighting of each other! Nevertheless, if we are to take the opinion of Global Sighting, the Hanafi Madhab clearly excludes all months apart from Ramadhan & Shawwal. The following text clearly outlines the issue for the 10 months and for the month of Dhul-Hijjah in particular: وفى رد المحتار: [تَنْبِيهٌ] يُفْهَمُ مِنْ كَلَامِهِمْ فِي كِتَابِ الْحَجِّ أَنَّ اخْتِلَافَ الْمَطَالِعِ فِيهِ مُعْتَبَرٌ فَلَا يَلْزَمُهُمْ شَيْءٌ لَوْ ظَهَرَ أَنَّهُ رُئِيَ فِي بَلْدَةٍ أُخْرَى قَبْلَهُمْ بِيَوْمٍ وَهَلْ يُقَالُ كَذَلِكَ فِي حَقِّ الْأُضْحِيَّةِ لِغَيْرِ الْحُجَّاجِ؟ لَمْ أَرَهُ وَالظَّاهِرُ نَعَمْ؛ لِأَنَّ اخْتِلَافَ الْمَطَالِعِ إنَّمَا لَمْ يُعْتَبَرْ فِي الصَّوْمِ لِتَعَلُّقِهِ بِمُطْلَقِ الرُّؤْيَةِ، وَهَذَا بِخِلَافِ الْأُضْحِيَّةِ فَالظَّاهِرُ أَنَّهَا كَأَوْقَاتِ الصَّلَوَاتِ يَلْزَمُ كُلَّ قَوْمٍ الْعَمَلُ بِمَا عِنْدَهُمْ فَتُجْزِئُ الْأُضْحِيَّةُ فِي الْيَوْمِ الثَّالِثَ عَشَرَ وَإِنْ كَانَ عَلَى رُؤْيَا غَيْرِهِمْ هُوَ الرَّابِعَ عَشَرَ وَاَللَّهُ أَعْلَمُ Shaykh Uthaymeen (RA): The correct view is that it varies according to when the moon rises in different places. For example, if the moon is sighted in Makkah, and today is the ninth, and it is sighted elsewhere one day before Makkah, and the day of ‘Arafah in Makkah is the tenth for them, it is not permissible for them to fast on this day because it is Eid. Similarly if it so happens that they sight the moon after Makkah, and the 9th in Makkah is the 8th for them, then they should fast the day that is the 9th for them, which is the 10th in Makkah. This is the correct view, because the Prophet (peace and blessings of Allaah be upon him) said: “When you see it (the new moon) fast and when you see it break your fast.” Those who did not see the moon in their own location have not seen it.
